Pridnestrovie: the 10 most important events of the 2006
1. Pridnestrovie was declared an economic blockade
In accordance with Moldavian- Ukrainian intergovernmental agreement, new goods passing regulations were introduced at the Moldavian- Ukrainian boarder on the 3rd of March 2006.
According to the Ukrainian Cabinet resolution № 112-P, Ukrainian frontier posts at the Ukrainian-Pridnestrovian boarder stopped passing through the loads, legalized by Pridnestrovian customs. On the 4 September 2006 evening any railway communications were stopped.
Thus the Ukraine was letting the pridnestrovian loads only if they were legalized by Moldavian Customs. As the result Pridnestrovian export was cut down, Republic utilities cut down the production output, suffered damage and stopped assessments to budget. Beginning with March 2006 Republic began getting humanitarian help (foodstuff, medicaments, goods of first priority and financial assets) from friendly countries, especially from Russian Federation.
Russian, Ukrainian and Moldovan Transport Department officials signed protocol about recommencement of passenger trains traffic working between Russia and Moldova through Pridnestrovie on the 8th of December 2006. The first passenger train №65/66 “Moscow- Kishinev” arrived in Tiraspol on the 16th of December 2006 after 9 months interval.
2. On the 17th of September 2006 Referendum about the Republic status was held
On the 31st of March 2006 the 6th extra highest-level deputy conference took place. There was decided to conduct a republican Referendum about status of Pridnestrovskaya Moldavskaya Respublika. CEC of PMR announced final data of the Referendum. It said that 78.6%of citizens of the Republic (which means 310169 people who have a right to vote) took part in the Referendum.
The 1st question was “Do you support course for the independence of PMR and its following joining Russian Federation?” 97% of people supported it and 1.9% opposed it. The second question was “Do you think it’s possible to give up the possibility of independence of PMR and to become a part of Moldova?” 3.3% of the voters supported it and 94.9% of voters opposed it. President of PMR noticed that “inevitable result of the Referendum is fusion with Russia in all life fields”.
3. State Russian Duma appealed to the world community to take into account the results of the Pridnestrovian Referendum
On the 6th of October 2006 State Duma of Russian Federation appealed to the world community to take into account the results of Referendum in Pridnestrovie “for the sake of guaranteeing man rights, peace and security in the region and for the fair Pridnestrovian conflict resolution”.
The document accentuated that the Referendum in Pridnestrovie passed in absolute accordance with international legal norms and Republic’s Legislation. State Duma voiced that the results of the Referendum should be taken into consideration by the world community in full measure. The deputies have an opinion that Russian Federation must form up its policy taking into account free will of the Pridnestrovians.
4.In 2006 discussion process about settlement of Pridnestrovian conflict resumed
On the 26th of October there was a meeting of president Igor Smirnov with the first deputy clerk of Russia Security Council Yuriy Zubakov in Tiraspol. Russian representatives noticed that” Russia is for resuming of discussion process about moldovo-pridnestrovian regulating”. For his part Smirnov said that” economic blockade can repeat, which is absolutely unnecessary for Pridnestrovian economics. That’s why before the discussion process, a transit protocol must be signed. It will guarantee inadmissibility of obstacles in free economic PMR activity”.
On the 12th of November 2006 there was a meeting of representatives of Pridnestrovian government with ambassador delegation of OSCE. The head of constant mission of Belgium emphasized:” OSCE thinks that the future of Pridnestrovie is to be part of Moldova, but the solution of the Pridnestrovian problem must be revealed while negotiating. At present we work at this problem”. Thus the compromise wasn’t found.
5. In summer 2006 two acts of terrorism were perpetrated in Tiraspol
Two tragic events that happened in the capital of Pridnestrovie-Tiraspol- in summer 2006 shocked both our Republic and the whole world by its inhumanity. On the 6th of July as the result of detonation in a rout-taxi 7 people died, scores of people got injuries. PMR Law Machinery with Russian and Ukrainian specialists’ assistance are still investigating this case.
On the 13th of August 2006 an explosive assembly snapped into action in Tiraspol in the trolleybus №2 at the stop” Shopping Center “Prichernomorie”. According to the opinion of a commission of experts, there several grenades exploded. Two people died. Ten people got different injuries. Power Departments Stuff established that some 49year citizen of Pridnestrovian town Slobodzeya is implicated in the act of terrorism in the trolleybus.
6.In 2006 a community “For democracy and peoples’ rights” was founded (includes Abkhazia, Pridnestrovie and South Ossetiya)
On the 14th of June 2006 in Sukhumi an official meeting of presidents of Abkhazia, South Ossetiya and Pridnestrovie -Sergey Bagapsh, Eduard Kokoyta and Igor Smirnov took place. They signed Joint Declaration of creation of community “For democracy and peoples’ rights”. On the 8th of December the first session of Inter-Parliamentary Assembly of Pridnestrovie, Abkhazia and South Ossetiya took place.
The Assembly proposed for cooperation with inter-Parliamentary Assembly of EEC. It also proposed the World Community to admit the results of the Referendums in Abkhazia, Pridnestrovie and South Ossetiya. It is the first body that unites all the unrecognized states in the area of the former Soviet Union.
7. In 2006 the gasification program is almost completed in Pridnestrovie
Gas boiler-rooms were set going in secondary schools of the village Kitskani on the 23rd of November 2006. Altogether more then 50 settlements, 127 industrial utilities, about 900 community facilities organizations, more then 84 000 apartments and houses were gasified in Pridnestrovskaya Moldavskaya Respublika.
Today gas industry in Pridnestrovie is an independent complex. It includes 346 km of gas- main pipeline and 3.5 thousand km of distribution gas pipeline. It’s necessary to lead gas to several more units in distant regions of the Republic if we want to put a final point in the gasification program.
8. In December of 2006 the 4th president elections in the history of Pridnestrovie took place
The 10th of December 2006 was the day of the 4th in the history of Pridnestrovie president’s elections. On the 13th of December CEC of PMR confirmed the final results of the elections. The returning officer Piotr Denisenko announced:” after the canvass Igor Smirnov got 82.4%.
The representative of the Communist Party Nadejda Bondarenko got 8.1 , oppositionist Andrew Safonov- 3.9, the deputy Piotr Tomaili-2.1%. Altogether in the elections 257 810 voters took part. This is 66.1% from the general number of all the citizens in the lists. There were 263 election centers opened in Pridnestrovie. At all the election centers the elections were declared valid”.
On the 22nd of December 2006 in the Republican Aronetskaya Theatre in Tiraspol at a special Supreme Soviet sitting a solemn ceremony of inauguration of the president of PMR Igor Smirnov and the Vice-president Alexander Korolev was held.
9. President of Abkhazia Sergey Bagapsh visited Pridnestrovie
For the first time in the history of PMR the boarder of the country was crossed by a president of another country. President of Abkhazia Sergey Bagapsh made an official visit. Within the bounds of his visit to PMR Sergey Bagapsh took part in the special sitting of the Supreme Soviet of the Republic. There a special ceremony of the inauguration of the president of Pridnestrovie Igor Smirnov and Vice-president Alexander Korolev was held.
On the 23rd of December there was a joint press conference of the two presidents. They signed an agreement about double-sided cooperation. The agreement foresees many-sided cooperation in economics, science and cultural life. Also in Pridnestrovie the year 2007 is proclaimed the year of Abkhazia,and in Abkhazia- the year of Pridnestrovskaya Moldavskaya Respublika.
10. The budget deficit in Pridnestrovie in 2007 will come to more then 100 million US dollars
According to the law “About republican budget for the 2007” which was assumed on the 20th of December 2006, the incomes of the consolidated budget of Pridnestrovie for the coming year are approved at the rate 1 229 535 683 rubles, maximum expense- 2 100 505 595 rubles (1 Russian ruble=0.31 PMR ruble .-note IA REGNUM).
Republic budget deficit for 2007 will be 870 969 912 million rubles or more then 100 million $(1US$=8.34 PMR rubles –note. IA REGNUM). The budget deficit will be covered at the expense of Pridnestrovian Republican Bank credits and exterior sources.
